multi-tab versus multi-window

My app occasionally opens a 2nd window - often full screen full of graphics.
But this can take some time - especially if the user does not have much ram.
Is it more efficient to put that graphic on a tab panel of the main window?

The reason I did not do this before was that I wanted to specific menu and
shortcut keys for the various special windows.

I would think that the tab panel would be faster, though I haven't
done any comparisons. The tab panel seems as if it were one window
that opens once and then displays portions of itself when a tab is
pressed. I have an app in which each tab contains 25 or so bevel
buttons and it seems to tab instantly.
